Toscano Management Consulting, Inc. was founded by F.
Cesar Toscano, Ph.D. It does consulting work in the U.S:
and in Latin America, specializing in tactical and
strategic business planning, organizational transformation, strategic use of
information technology, and executive education. Dr. Toscano, drawing on his
extensive professional experience and academic training, does the consulting
work. When required by a special project, associated consultants who
contribute specialized knowledge in the areas of their expertise join Dr.
Toscano. The company was incorporated in the state of New
York in 1996. Its offices are located at 38
Rolling Hills Lane, Harrison, New
York 10528. It
has associated offices in Bogotá, Colombia,
Lima, Peru,
and Caracas, Venezuela.

Dr. Toscano, president and founder of Toscano Management
Consulting, Inc., has extensive professional and managerial experience in
industry. He has designed and implemented several management systems and
carried out numerous projects in business strategic and operational planning,
information technology strategy, and organizational transformation. He is a
well-known international speaker and has been very active in the area of
executive education, having taught over the last six years over 40 three-day
seminars on strategy development and organizational transformation to more
than 1,500 executives. He is currently Visiting International Professor at
the Colegio de Estudios Superiores de Administración (CESA) in Colombia.
Born in Uruguay,
Dr. Toscano was educated in the U.S.,
obtaining a B.S. in Industrial Engineering, an M.S. in Systems Engineering,
and a Ph. D. in Management, all three degrees from the University
of California at Los
Angeles (UCLA). His experience includes more than 30
years with IBM Corporation in the U.S.
He joined IBM in Los Angeles as a
systems engineer and later worked in application development in the financial
industry. He was in charge of management science marketing in the U.S Western
Region. He later founded and managed the IBM Systems Science Institute in California,
which offered advanced graduate-level courses in systems design and analysis
for the technical personnel of major IBM customers and advanced training for
the IBM sales force. Dr. Toscano then moved into the area of business
planning in IBM. He became manager of planning and strategy for IBM's General
Products Division, where he designed, implemented and managed the divisional
strategic and operational planning processes as well as the development of
the divisional product strategy. He then joined the Business Planning group
in IBM Corporate Headquarters in Armonk, New
York, with responsibility for design and
implementation of IBM's corporate-wide business planning process. He then
joined the Information Systems staff in Corporate Headquarters where he was
manager of information systems strategy for the internal use of technology
within the IBM Corporation worldwide. In that job he developed the overall
information systems strategy for the corporation and worked with the various
IBM units around the world assisting in its implementation. During this
assignment he developed the Strategic Investment Methodology (SIM), a
planning technique that develops, in a very short time, an information
technology strategy based on the business strategy of the company. He worked
with many of the IBM units worldwide guiding them in the use of the SIM
methodology. When IBM started the pilot program of what later became the IBM
Consulting Group, Dr. Toscano was in charge of one of the three pilot groups,
the Senior Management Strategies practice. As part of that assignment he implemented
the SIM methodology in over forty major IBM customers, helping them create
information technology strategies that were aligned with their business
strategies. It was also in this assignment where he perfected the Interactive
Planning methodology. His last four years at IBM were as manager of executive
education for IBM U.S., where he directed a group of fifty senior instructors
in the development and teaching of courses in business and technology
management that were offered at the IBM Advanced Business Institute, a
private center located in Palisades, New York, offering executive education
programs for the clients of IBM. It was after this assignment that he retired
from IBM and started his own consulting company in 1993.-.
